About HigherGov

HigherGov is an American government contracting intelligence platform. It covers United States federal, state and local opportunities and federal grants, with awards, a vendor database and labor pricing alongside the notices. Its plans are published and priced by seat band and export volume: Starter at $500 a year for one user and 1,000 records per search, Standard at $2,500 a year for up to ten users and 20,000 records, Enterprise on quote with 100,000. Market intelligence, unlimited searches and alerts, pursuit management, AI tools, API access, eBuy and task order import and Zapier are in every tier. Starter comes with live analyst support, Standard and Enterprise with a success manager. There is a free trial, but no free plan.

Why companies move from HigherGov to Scoutee

Reason 1: the same product, on both sides of the Atlantic

HigherGov covers one country well: federal, state, local and grants, all of it inside the cheapest plan, which is more than most American tools do. It stops at the border. A company selling in the United States and in Europe runs two subscriptions and two search habits. Scoutee holds more than 100 official sources in more than 30 countries of Europe and North America in a single index, collected every night and deduplicated into one notice per tender, searched by every plan. One saved search covers Ohio and Bavaria at once.

Reason 2: a free plan, not a trial

HigherGov's way in is a free trial: the account has an end date, and evaluating the tool against a real sales cycle means buying the year. Scoutee's free plan never expires. It searches the whole index, saves searches, sends one daily alert and runs two tender analyses a month, for as long as a company wants. Starter at $500 a year is close to Pro's price and carries the API as well, so the difference is the commitment, not the money.

Reason 3: monthly, instead of an annual seat band

HigherGov bills annually and by seat band: one user on Starter, up to ten on Standard, with export ceilings attached to each. Scoutee bills monthly and is cancelled at any time: 49 euros a month for Pro, 149 euros a month for Team with ten users, unlimited analyses and award history. The yearly option is ten months and remains optional. A team that grows in March does not renegotiate a contract signed in January.

Reason 4: the solicitation read, in 24 languages

HigherGov puts AI tools in every tier without a unit price, on English-language American sources. Scoutee's analysis retrieves the documents from the buyer's platform and extracts the deadlines, the budget, the requirements and the exclusion criteria: two a month free, a hundred on Pro, unlimited on Team, extra analyses ten for ten euros. Keywords proposed from the company profile are translated into the 24 languages of the sources, and the company memory keeps the references the next bid starts from.

Where HigherGov is strong

  • Federal, state, local and grant data in one place, with the whole coverage inside the $500 Starter plan.
  • Awards, a vendor database and labor pricing, which show who won and at what rates.
  • API access, eBuy and task order import and Zapier in every tier, including the cheapest.
  • Live analyst support on Starter and a dedicated success manager above it.

FAQ

Does HigherGov cover tenders outside the United States?

No. HigherGov's scope is United States federal, state and local contracting plus federal grants. Canadian and European notices are not part of it. Scoutee indexes more than 100 official sources in more than 30 countries of Europe and North America, and every plan searches all of them, with nothing sold per country.

How much does HigherGov cost?

Prices are published: Starter $500 a year for one user, Standard $2,500 a year for up to ten users, Enterprise on quote, all billed annually, with export ceilings of 1,000, 20,000 and 100,000 records per search. Scoutee's Pro plan is 49 euros a month and Team 149 euros a month for ten users, billed monthly.

Can I try Scoutee before paying?

Yes, without an end date. The free plan searches every source in every country, saves searches, sends one daily alert and runs two tender analyses a month, and it never expires. Pro and Team are monthly and cancellable. A public MCP server is free as well, without an account.

Does Scoutee do federal market intelligence like HigherGov?

No. Scoutee has no vendor database, no labor pricing and no grant data, and it does not track federal task orders. It carries buyer profile pages in the paid plans and award notices on Team. For United States federal research, HigherGov holds data Scoutee does not attempt to hold.

Is Scoutee's coverage really included in every plan?

Yes. Free, Pro and Team search the same index: more than 100 official sources in more than 30 countries, collected every night and deduplicated. The plans differ by alerts, analyses, users and award history, never by geography, and there are no export ceilings per search on the coverage itself.
