About Mercell

Mercell is a Norwegian procurement group based in Oslo, built up by acquisition across the Nordics and the Netherlands, including Opic in Sweden and Cloudia in Finland. It works on both sides of the market: e-procurement and e-submission platforms for public buyers, and tender monitoring for suppliers. Its supplier subscriptions are sold market by market, in Norway, Denmark, Sweden, Finland and the Netherlands. Prices are published in two of those five. In the Netherlands, National is 185 euros a month and Business Plus 295 euros, with tender documents and market insight reserved for Business Plus. In Norway the base package runs on a twelve-month term for two users, with discounts at two and three years. Denmark, Sweden and Finland are quoted.

Why companies move from Mercell to Scoutee

Reason 1: five markets, five subscriptions

Mercell's map is a set of national products rather than one index. A Danish supplier who starts bidding in Sweden deals with a second market and a second subscription; a Dutch one who follows a client to Norway does the same. Nothing outside Norway, Denmark, Sweden, Finland and the Netherlands is part of the offer at all. Scoutee collects more than 100 official sources in more than 30 countries of Europe and North America every night, deduplicates them into one notice per tender, and lets every plan search all of them, the free one included.

Reason 2: a price you can read before you talk to anyone

Mercell publishes prices in the Netherlands and in Norway. In Denmark, Sweden and Finland the answer is a quote, and the group's English pricing page still carries an unfilled "XX /month" placeholder. The Norwegian package is a twelve-month commitment. Scoutee publishes one price list for everyone: free, Pro at 49 euros a month, Team at 149 euros a month, monthly or yearly at ten months, cancellable at any time. The same number applies whether the buyer is in Aarhus or Amsterdam.

Reason 3: documents and analysis without the higher tier

In the Netherlands, Mercell keeps the tender documents and the market insight for Business Plus at 295 euros a month; National at 185 euros does not include them. On Scoutee the analysis is the product at every level. It retrieves the documents from the buyer's platform and extracts the deadlines, the budget, the requirements and the exclusion criteria. Two analyses a month come with the free plan, 100 with Pro at 49 euros, and Team runs them without a limit.

Reason 4: searching across five languages at once

Mercell's markets speak Norwegian, Danish, Swedish, Finnish and Dutch, and its site does not state that it translates search terms between them. Scoutee builds keywords from the company profile and translates them into the 24 languages of its sources, so one saved search reaches a Finnish notice and a Dutch one at the same time. The company memory holds the references and certifications a supplier reuses, and the award history on Team shows who has been winning.

Where Mercell is strong

  • It operates buyer-side platforms, so notices and documents come first-hand rather than through scraping.
  • A supplier can prepare and file a bid inside the platform where the buyer runs the procedure.
  • Deep Nordic history after absorbing Opic in Sweden and Cloudia in Finland, with local support teams.
  • Award notices and competitor monitoring are part of the Norwegian package, not an add-on.

FAQ

Does Mercell cover tenders outside the Nordics and the Netherlands?

Its supplier subscriptions are sold in Norway, Denmark, Sweden, Finland and the Netherlands, with the European TED notices alongside. National portals in Germany, France, Belgium or North America are not part of those subscriptions. Scoutee collects more than 100 official sources in more than 30 countries, in one index.

How much does Mercell cost?

It depends where you buy. In the Netherlands, National is 185 euros a month and Business Plus 295 euros. In Norway the base package is sold on a twelve-month term for two users. Denmark, Sweden and Finland are on quote, with a fourteen-day trial in Denmark. Scoutee's Pro plan is 49 euros a month everywhere.

Can I try Scoutee before paying?

Yes. The free plan never expires: search every source, save searches, receive one daily alert and run two tender analyses a month. Pro and Team are monthly and cancellable at any time.

Can I submit a bid through Scoutee, as I can with Mercell?

No. Scoutee is not a submission platform, and Mercell's buyer-side platforms are a real advantage there. Scoutee finds the notice, analyses the documents and links straight to the buyer's platform, where the bid is filed.

Is Scoutee's coverage really included in every plan?

Yes. Free, Pro and Team search the same index: more than 100 official sources in more than 30 countries, collected every night and deduplicated. The plans differ by alerts, analyses, users and award history, never by country.
