About EBP
EBP is a Belgian procurement-intelligence house selling to companies that answer public contracts in the Benelux. It collects notices from the Belgian federal and regional portals, the Netherlands and Luxembourg, and states that it covers the European public contracts published on TED. Alongside the public notices it sells Bouwdata, a database of private construction projects, and market insights built on more than 133,000 projects and 30,000 decision-makers. Its search and alerting run on what the company describes as AI-driven technology with manual quality control. Award notices are part of the offer. Prices are not published: a free search module and a demonstration lead to a quote, and EBP states that every subscription is unique.
Why companies move from EBP to Scoutee
Reason 1: a Benelux house, and the map stops there
EBP is built around Belgium, the Netherlands and Luxembourg, with TED for the European layer above the thresholds. The notices that never reach TED, published only on a German, French, Nordic or North American national portal, are outside that perimeter. A Belgian installer following a client into Germany, or a Dutch consultancy bidding in France, loses the small and mid-sized contracts there. Scoutee collects more than 100 official sources in more than 30 countries of Europe and North America, national portals included, deduplicated into one notice per tender.
Reason 2: a quote per company, or a price for everyone
EBP writes that every subscription is unique, so the number depends on the conversation: the modules taken, the regions, the users. Two companies of the same size can pay differently for the same thing, and neither can compare before the demonstration. Scoutee publishes one list: free, Pro at 49 euros a month, Team at 149 euros a month, monthly or yearly at ten months, cancellable at any time. Extra analyses are ten for ten euros. Nothing is negotiated, and nothing depends on territory.
Reason 3: an analysis you can start today, on a plan that never expires
EBP offers a free search module and a demonstration; the working product follows a quote. Scoutee's free plan is the product itself, indefinitely: search across every source, saved searches, one daily alert and two tender analyses a month. Each analysis retrieves the documents from the buyer's platform and extracts deadlines, budget, requirements and exclusion criteria on a page the whole workspace shares. Pro raises that to 100 analyses a month, Team removes the limit.
Reason 4: keywords in 24 languages, plus the API and MCP
EBP does not state that it translates search terms, which matters less inside a trilingual Benelux and more as soon as a company looks further. Scoutee builds keywords from the company profile and translates them into the 24 languages of its sources. The API and an MCP server come with Pro at 49 euros a month, so notices can be pushed into a CRM or queried by an AI assistant, and a public MCP server is open without an account.
Where EBP is strong
- Bouwdata gives private construction projects, which no public portal publishes anywhere.
- More than 30,000 named decision-makers, useful for reaching a buyer before the notice appears.
- Decades of Belgian practice across the federal, Flemish, Walloon and Brussels publication routes.
- AI output checked by hand, which suits teams that want a human reading behind the automation.
FAQ
Does EBP cover tenders outside the Benelux?
It covers Belgium, the Netherlands and Luxembourg, and states that it carries the European public contracts published on TED. Notices that appear only on a national portal elsewhere, under the EU thresholds, sit outside that. Scoutee collects those national portals in more than 30 countries of Europe and North America.
How much does EBP cost?
EBP does not publish a price. A free search module and a demonstration lead to a quote, and the company states that every subscription is unique. No minimum term, per-user price or analysis price is published either. Scoutee's Pro plan is 49 euros a month and Team 149 euros a month, both published and monthly.
Can I try Scoutee before paying?
Yes. The free plan never expires: search every source, save searches, receive one daily alert and run two tender analyses a month. It is the product, not a trial. Pro and Team are monthly and cancellable at any time.
Does Scoutee cover private projects the way Bouwdata does?
No. Scoutee indexes official public procurement sources only, and Bouwdata's private construction projects are a genuine advantage for EBP. What Scoutee adds is the analysis of the public file and award history on Team, showing who won and at what price.
Is Scoutee's coverage really included in every plan?
Yes. Free, Pro and Team search the same index: more than 100 official sources in more than 30 countries, collected every night and deduplicated. The plans differ by alerts, analyses, users and award history, never by region or by module.
