Analysis summary

South East Consortium (SEC), a housing-sector procurement consortium based at Building 1092, Galley Drive, Kent Science Park, Sittingbourne, Kent ME9 8GA, has established a Dynamic Purchasing System (DPS) for Decarbonisation Works (Opportunity Id DN748361, category CPV 45262640-9 Environmental improvement works). The DPS is procured so SEC member organisations - and, per SEC's website, any publicly funded body - can buy energy efficiency and retrofit works according to their specific needs, across domestic, communal and commercial buildings in the United Kingdom. The stated aggregate estimated value is 2000000000.00 GBP. The DPS is split into 4 Lots: Lot 1 Insulation (design and installation of external wall, loft, cavity wall and floor insulation); Lot 2 Renewable heat, hot water and ventilation (ground source and air source heat pumps, solar thermal, smart heating systems, district systems, heat networks, ventilation); Lot 3 Renewable power and storage (PV panels, EV charging, battery storage, associated smart controls); Lot 4 Whole house retrofit. It is designed to sit alongside SEC's Decarbonisation Partnerships Framework.

The consultation is a DPS hosted on SEC's ProContract (Proactis / Due North) portal: suppliers must register/log in on ProContract, register interest, download the tender documents and complete an online questionnaire covering accreditations, insurances and capacity, then select the Lot(s) and region(s) they wish to be admitted to. Being a DPS, it is open for applications throughout its life - suppliers can join or leave at any time (the advert deadline is recorded as 23 February 2029; the SEC website states the DPS is open until February 2029, published 11 November 2024). SEC reviews submissions within 10 working days; successful applicants sign the DPS Agreement and are then added to the relevant Lot. Unsuccessful applicants may review their response and reapply. All call-offs are run as mini-tenders managed by SEC: an ITT is issued to all suppliers on the relevant Lot, suppliers opt in or out, the client evaluates the returns and awards. There is no access fee for contracts over 150,000 GBP - a levy percentage (member/non-member, cascading down as contract spend rises) is collected from the contractor on award; for contracts under 150,000 GBP a fixed levy of 500 GBP + VAT (price-only evaluation) or 2,250 GBP + VAT (price and quality evaluation) applies to the contractor. Award criteria and weightings for individual call-offs are set at mini-tender stage and are not published in the advert.
