About DemandStar

DemandStar, now part of Euna Solutions as OpenBids, is an American marketplace linking public buyers and suppliers. More than 1,400 government agencies publish their solicitations on it, from towns and villages to counties, housing authorities, airports, stadiums and school districts, and around 150,000 suppliers are registered. Agencies pay nothing: the service is funded by suppliers. A free Basic account carries alerts from one agency and charges 5 dollars per bid package. Paid subscriptions are sold by territory, roughly 60 dollars a year for a county, 100 to 1,499 for a state depending on how many agencies it holds, and 2,699 a year nationally.

Why companies move from DemandStar to Scoutee

Reason 1: a buyer who never joined is a buyer you never see

DemandStar shows the agencies that opted into its network, 1,400 of them, and nothing else. A county that publishes on its own portal, a state using another marketplace, a federal notice on SAM.gov: none of that reaches the supplier, whatever the plan. Scoutee starts from the official portals rather than a network, more than 100 sources in more than 30 countries of Europe and North America, SAM.gov, CanadaBuys, SEAO and the European national portals included, collected every night and deduplicated into one row per tender.

Reason 2: the territory ladder, or one index

On DemandStar the price follows the map: free for one agency, about 60 dollars a year for a county, 100 to 1,499 for a state, 2,699 nationally, annually. A supplier that grows re-buys its coverage, and one that crosses into Canada or Europe cannot. Scoutee's Pro plan is 49 euros a month, or 490 a year, and searches the entire index; Team is 149 euros a month for ten users. Monthly, cancellable at any time, with no county, state or country as an option.

Reason 3: 5 dollars a bid package, or an analysis that reads it

On the free DemandStar account each bid package costs 5 dollars, and paid plans open the documents of their territory. Either way, reading the file is the supplier's job. A Scoutee analysis retrieves the documents from the buyer's platform and extracts the deadlines, the budget, the requirements and the criteria that would exclude the company, on one page the whole workspace shares. Free runs two a month, Pro a hundred, Team without limit; ten more cost 10 euros.

Reason 4: a free plan that searches everything

DemandStar's free tier is real, and it stops at one agency. Scoutee's free plan never expires and searches the whole index: every source, saved searches, one daily alert and two tender analyses a month, with no card. Pro adds keywords translated into 24 languages, buyer profiles, the company memory, the API and an MCP server; a public MCP server answers without an account at all.

Where DemandStar is strong

  • Direct bid invitations from the agencies themselves, since the notice is published on the platform the buyer uses.
  • Free for governments, which is why small towns and districts publish there rather than only on their own site.
  • Awarded bids browsable next to open solicitations, and electronic submission to participating agencies.
  • A very low entry ticket: a free account, and around 60 dollars a year to follow a whole county.

FAQ

Does DemandStar cover tenders outside its network of agencies?

No. It covers the 1,400-plus United States agencies that chose to publish on DemandStar, and the plans are sized by county, state or nation within that network. Scoutee collects official portals directly, more than 100 sources in more than 30 countries of Europe and North America, including SAM.gov and CanadaBuys.

How much does DemandStar cost?

A Basic account is free, with alerts from one agency and 5 dollars per bid package. Paid plans run about 60 dollars a year for a county, 100 to 1,499 for a state depending on agency density, and 2,699 a year nationally, annually. Prices read on 13 September 2026. Scoutee's Pro plan is 49 euros a month.

Can I try Scoutee before paying?

Yes. The free plan never expires: search every source, save searches, receive one daily alert and run two tender analyses a month. Pro and Team are monthly and cancellable at any time.

Does Scoutee show award notices like DemandStar?

Yes, on the Team plan at 149 euros a month: the award history shows who won a contract and, when the buyer publishes it, at what price, on the sources that carry awards. Free and Pro search open notices. No award is billed separately.

Is Scoutee's coverage really included in every plan?

Yes. Free, Pro and Team search the same index, more than 100 official sources in more than 30 countries of Europe and North America, collected every night and deduplicated. Nothing is sold per county, state or country; the plans differ by alerts, analyses, users and the award history.
