subreport is a German procurement publisher, subreport Verlag Schawe, known on the buyer side for its e-procurement platform ELViS and on the bidder side for a tender service covering German works, services and supplies, with the awarded contracts listed next to the notices. Bidders choose among five products, priced on the site net of VAT: classic, where searching is free and opening one tender costs 6 euros; profi at 84 euros a month and profi plus at 110, where the company builds its own search profile; premium at 172 and premium plus at 198, where a personal adviser builds the profile and runs individual research. A thesaurus improves matching. Every tier is prepaid for twelve months, and an additional search profile costs 54 to 128 euros.

Reason 1: a German catalogue, and nothing on the other side of the border

subreport's service is German procurement: German authorities, German notices, German award results. For a supplier in Cologne or Leipzig that is often enough, until a customer asks for a bid in Austria, the Netherlands or Poland, where the notices sit on national portals subreport does not publish. Every subreport tier is prepaid for twelve months, and each further search profile adds 54 to 128 euros, so the shape of the monitoring is fixed a year ahead. Scoutee is billed monthly and cancelled at any time: Pro 49 euros, Team 149 euros for ten users, with a yearly option that costs ten months. Saved searches are not a priced item, so a company can add, change or drop one when its trade or its territory moves, without renegotiating anything.

Reason 4: a thesaurus in one language, or keywords in 24

subreport improves matching with a thesaurus of German procurement vocabulary, which is precise and monolingual. Scoutee proposes keywords from the company profile and translates them into the 24 languages of its sources, so one saved search sees the Dutch, Danish and Polish wording of the same work. The analysis then reads the tender documents from the buyer's platform and returns the deadlines, the budget, the requirements and the exclusion criteria, and the company memory keeps the references the next bid reuses.
