About bids&tenders

bids&tenders is a Canadian e-procurement platform, headquartered in Montreal and serving buyers in Canada and the United States. Its main customers are public agencies, mostly the MASH sector: municipalities, academic institutions, school boards and hospitals run their solicitations on it, from posting to online submission, scoring, award and contract management. Suppliers use the other side of the platform. A free account lets them view, search and ask questions; paid supplier plans are counted in agencies followed, annually: Local at 549 Canadian dollars a year for 10 agencies, Growth at 999 for 20, Pro at 1,999 for unlimited agencies with a compliance checker, a curated agency list and bid history. A pay-per-bid option exists, with no published price.

Why companies move from bids&tenders to Scoutee

Reason 1: the buyers who do not use this platform

bids&tenders shows the agencies that bought bids&tenders. A supplier subscribes to ten of them, then twenty, then all of them, and a buyer who publishes on another e-procurement platform, on a provincial portal or on CanadaBuys is simply absent from the feed. Scoutee starts from the official sources instead: more than 100 in more than 30 countries of Europe and North America, CanadaBuys, SEAO, SAM.gov and the provincial portals included, collected every night and deduplicated. The index does not depend on which software a buyer bought.

Reason 2: monthly, instead of an annual plan sized in agencies

Supplier plans on bids&tenders are annual: 549, 999 or 1,999 Canadian dollars a year, chosen by the number of agencies a company wants to follow. The commitment is made before the first tender arrives. Scoutee is 49 euros a month on Pro, 149 on Team for ten users, monthly and cancellable at any time, or yearly at ten months. Nothing is counted in agencies, in notices received or in seats below Team.

Reason 3: the documents read for you

bids&tenders hosts the solicitation documents of its agencies, and a compliance checker verifies a submission before it is filed. Neither reads the file for the supplier. A Scoutee analysis retrieves the documents from the buyer's platform and extracts the deadlines, the budget, the requirements and the criteria that would exclude the company, on one page the workspace shares. Free runs two a month, Pro a hundred, Team without limit; ten more cost 10 euros, and reading one already run is free.

Reason 4: keywords in 24 languages, and a memory between bids

A Canadian supplier meets English and French notices in the same week, and European ones as soon as it exports. Scoutee proposes keywords from the company profile and translates them into 24 languages, so one saved search covers all of them. The company memory keeps the references, certifications and past bids the next answer starts from, and Team adds the award history: who won what, on the sources that publish it.

Where bids&tenders is strong

  • The platform where its agencies actually publish, so the notice and its documents come from the source.
  • Electronic submission, with a compliance checker that flags a missing piece before the deadline.
  • Depth in the Canadian MASH sector: municipalities, academic institutions, school boards and hospitals.
  • A free supplier account that already allows viewing, searching and asking questions on a solicitation.

FAQ

Does bids&tenders cover tenders outside its own platform?

No. It shows the solicitations of the agencies that use bids&tenders in Canada and the United States, and the paid plans are counted in those agencies: 10, 20 or unlimited. Scoutee collects the official portals themselves, more than 100 sources in more than 30 countries of Europe and North America.

How much does bids&tenders cost?

Viewing and searching are free. Supplier plans are annual: Local 549 Canadian dollars a year for 10 agencies, Growth 999 for 20, Pro 1,999 for unlimited agencies with the compliance checker, curated list and bid history. A pay-per-bid option is offered without a published price. Prices read on 13 September 2026.

Can I try Scoutee before paying?

Yes. The free plan never expires: search every source, save searches, receive one daily alert and run two tender analyses a month. Pro and Team are monthly and cancellable at any time.

Does Scoutee check my bid for compliance like bids&tenders?

Not at submission. Scoutee works upstream: the analysis extracts the requirements, the mandatory documents and the criteria that would exclude the company, before any time is spent writing. The bid itself is filed on the buyer's platform, where its own compliance rules apply.

Is Scoutee's coverage really included in every plan?

Yes. Free, Pro and Team search the same index, more than 100 official sources in more than 30 countries of Europe and North America, collected every night. Nothing is sold per agency or per territory; the plans differ by alerts, analyses, users and the award history.
