About GovWin IQ

GovWin IQ is Deltek's government market intelligence service, based in the United States. It covers three markets, each sold as its own subscription: US federal, state, local and education across more than 100,000 governments, and Canada at federal, provincial and MASH level. Analysts track programmes from the first budget signal, often months or years before a solicitation is released, and add awards, budgets, agency org charts and labor rates. Dela, its AI layer, summarises documents, scores lead fit and drafts compliance matrices. Its customers are federal contractors and SLED sales teams. Subscriptions are annual and priced per named seat, on quote; Deltek publishes no price. Federal contract records show agencies paying $15,715 in 2018 and $18,564 in 2022.

Why companies move from GovWin IQ to Scoutee

Reason 1: North America and Europe in one index

GovWin IQ sells three maps as three subscriptions: US federal, SLED, and Canada. A company working across all three buys all three, per named seat, and Europe is not on any of them. Scoutee indexes more than 100 official sources in more than 30 countries of Europe and North America, collected every night and deduplicated into one notice per tender. Every plan searches all of them, the free one included. Nothing is sold per state, per province or per country. What Scoutee does not attempt is the analyst layer GovWin is built on.

Reason 2: a published price, monthly, without a seat count

Deltek publishes no price. A GovWin IQ subscription is quoted after a demonstration, billed annually and counted per named seat. US federal contract records give the order of magnitude: $15,715 in 2018, $17,000 in 2020, $18,564 in 2022, and $48,654 on a Justice Department record covering 2024 and 2025. Scoutee publishes its prices: a free plan, Pro at 49 euros a month, Team at 149 euros a month for ten users. Billing is monthly and cancellable at any time.

Reason 3: the documents read, inside the plan

Dela summarises solicitations inside tiers whose price is never published, so nobody outside a quote knows what the AI costs. On Scoutee the analysis is the product and its price is on the page: two a month on the free plan, a hundred on Pro, unlimited on Team, extra analyses at ten for ten euros. Each analysis retrieves the documents from the buyer's platform and extracts the deadlines, the budget, the requirements and the criteria that would exclude the company. Reading an analysis a colleague already ran costs nothing.

Reason 4: keywords in the languages of the notices

GovWin's markets publish in English. A company that also sells in Europe has to search in Dutch, German, Polish or Italian to reach the notices below the EU thresholds, which never leave their national portal. Scoutee proposes keywords from the company profile and translates them into the 24 languages of its sources, so one saved search returns French, German and Spanish notices next to American ones. The company memory keeps the references and certifications the next bid starts from.

Where GovWin IQ is strong

  • Analyst-tracked programmes followed from the first budget signal, often years before any solicitation.
  • Federal awards, budgets, agency org charts and labor rates, with the history behind each number.
  • Named buyer contacts and teaming-partner research for capture teams that sell to agencies.
  • Canada covered at federal, provincial and MASH level, alongside the two US markets.

FAQ

Does GovWin IQ cover tenders outside the United States?

Canada, yes: federal, provincial and MASH, as a separate subscription. Europe, no. Notices published on the national and regional portals of European countries are outside its scope. Scoutee collects more than 100 official sources in more than 30 countries of Europe and North America, in the same index and the same search.

How much does GovWin IQ cost?

Deltek does not publish a price. Subscriptions are quoted after a demonstration, annual, per named seat. US federal contract records show $15,715 in 2018, $17,000 in 2020, $18,564 in 2022, and $48,654 on a Justice Department record for 2024 and 2025. Scoutee's Pro plan is 49 euros a month, published, monthly, without commitment.

Can I try Scoutee before paying?

Yes. The free plan never expires: search every source, save searches, receive one daily alert and run two tender analyses a month. Pro and Team are monthly and cancellable at any time. There is also a public MCP server, free and without an account, for asking an assistant what is open.

Does Scoutee forecast opportunities before the solicitation, like GovWin IQ?

No. Scoutee has no analyst-tracked pre-solicitation pipeline, no agency org charts and no labor rate data. It starts at the published notice, then reads the documents behind it. Award history, who won what, is included on the Team plan. For federal capture work, GovWin IQ does something Scoutee does not.

Is Scoutee's coverage really included in every plan?

Yes. The free, Pro and Team plans search the same index: more than 100 official sources in more than 30 countries, collected every night and deduplicated. The plans differ by alerts, analyses, users and award history, never by geography. No state, province or country is sold as an extra.
