Tendly is an AI-native tender platform run from Tallinn and London, selling across Europe. It monitors the official procurement portals of 24 countries daily, from France and Germany to Estonia, Croatia and Romania, and layers AI matching, a research assistant, risk analysis and an AI bid writer on top. Buyer and competitor Insights, a pipeline board and a deadline calendar complete the product. Its prices are published and its plans are metered in credits: a free plan with 20 credits, Professional at 29 euros a month with 200, Enterprise at 149 euros with 400, and Strategist at 199 euros, which adds human bid experts working on a no-win-no-fee basis. Annual billing lowers each tier.

Why companies move from Tendly to Scoutee

Reason 1: 24 European countries, and nothing across the Atlantic

Tendly names the countries it watches, and the list is European: 24 of them, with no North American portals and no stated TED feed. A company bidding in Europe and in the United States or Canada runs two tools. Scoutee indexes more than 100 official sources in more than 30 countries of Europe and North America, collected every night and deduplicated, so the same notice republished on several portals is shown once. Every plan searches all of it, from the free one upwards.

Reason 2: analyses you can count, with a published unit price

Tendly's tiers are credit balances: 20, 200 or 400 a month, with no price published for a single AI action, so the cost of one more analysis is hard to predict. Scoutee counts analyses directly: two a month on the free plan, 100 on Pro at 49 euros, unlimited on Team at 149 euros, and ten extra analyses for ten euros. Reading an analysis a colleague already ran is free, so a bid team does not pay twice for the same file.

Reason 3: company memory and translated keywords

Tendly publishes document templates and an AI bid writer, but does not state that it keeps a reusable library of a company's references, or that it translates search terms. Scoutee's company memory holds the references, certifications and past bids the next answer starts from. AI Match proposes keywords from the company profile and translates them into the 24 languages of the sources, so one saved search finds the Polish, Portuguese and Finnish notices without writing a word in those languages.

Reason 4: award history, the API and MCP inside the plan

Tendly does not state an API or an MCP server. Scoutee includes both from Pro at 49 euros a month, and a public MCP server is open without an account, so an AI assistant can query the index before anyone signs up. Team, at 149 euros a month for ten users, adds the award history: who won which contract, which is what tells a company whether a buyer is worth chasing again.
