About Vortal

Vortal is a Portuguese company that runs an electronic procurement platform used by public buyers and suppliers in Portugal and Spain. Its core business is the transaction: eSourcing, eAuctions, catalogues, supplier management, contract management and electronic invoicing, with the submission and signature of bids handled on the platform itself. Around that, it sells suppliers an alert subscription, Alerta Concursos Públicos, from €8 a month plus VAT, billed monthly, half-yearly or annually, which gives unlimited alerts and searches on published notices. Reason 1: a platform sees its own country

Vortal's site describes no AI reading of tender documents, and the alert plan is a notification product: the bid team opens the file and works out the deadlines and the exclusion criteria itself. On Scoutee the analysis fetches the documents from the buyer's platform and extracts the deadlines, the budget, the requirements and the exclusion criteria on one page. Two a month on the free plan, a hundred on Pro, unlimited on Team, ten more for ten euros, and rereading is free.

Reason 4: a published price that does not revise itself upward

Vortal publishes the entry price of its alert plan, applies an annual revision, and quotes Prever and Price Guru on request, with submission and signature priced apart. Scoutee publishes the whole list on one page: free, Pro at 49 euros a month or 490 a year, Team at 149 euros a month with ten users and the award history, extra analyses ten for ten euros. No, and it does not try to. A bid is filed on the buyer's own platform, which in Portugal is often Vortal. Scoutee finds the tender, retrieves the documents from that platform and analyses them, then points to where the bid is filed. The two tools sit at different points of the same process.
