About Tracker Intelligence

Tracker Intelligence is the procurement intelligence platform of BiP Solutions, a Glasgow company that has worked in British public procurement for decades. It aggregates notices from the major UK public portals and from the EU's TED database, adds planning data for private construction projects, and claims more than 95% coverage of UK public procurement. On top of the notice feed it sells contract award data, a contact database of public buyers, spend analysis and market intelligence, with an assistant called Aria Intelligence producing summaries. The product is sold in four tiers, Iconiq, Logiq, DynamicIQ and AnalytiQ, carrying one to five licences, on an annual contract and per licence. No price is published; the site offers a demonstration and a three-day trial.

Why companies move from Tracker Intelligence to Scoutee

Reason 1: the United Kingdom, with Europe as a TED feed

Tracker's strength is the British market, where it claims to see more than 95% of public procurement. Outside it, the European picture comes from TED, which carries the above-threshold notices and not the national portals underneath them. A large share of European contracts never reaches TED. Scoutee collects more than 100 official sources in more than 30 countries of Europe and North America, national and regional portals included, deduplicated into one row per tender, and every plan searches all of them.

Reason 2: a price on the page, not after a demonstration

Tracker publishes no price. A company books a demonstration, receives a quote sized by tier and licence count, and signs an annual contract; a competitor's comparison page cites around £5,100 a year, which BiP neither confirms nor denies. Scoutee publishes its prices: a free plan that never expires, Pro at 49 euros a month or 490 a year, Team at 149 euros a month with ten users. Monthly, cancellable at any time. A company knows what it pays before it talks to anyone.

Reason 3: the API is not the top tier

Tracker reserves its Open API for AnalytiQ, the highest of its four tiers. A team that wants notices inside its own CRM has to buy the whole intelligence suite to get the pipe. Scoutee includes the API and an MCP server from Pro, at 49 euros a month, and runs a public MCP server that is free and needs no account at all. The paid API and MCP come with the full index, not with a territory or a tier of data.

Reason 4: the AI reads the documents, and it is counted

Aria Intelligence produces summaries inside the Tracker platform; which tier carries it, and at what volume, is not published. Scoutee states the number: two analyses a month on the free plan, a hundred on Pro, unlimited on Team, and ten more for ten euros. Each analysis fetches the tender documents from the buyer's platform and extracts the deadlines, the budget, the requirements and the exclusion criteria, on a page the whole workspace can read for free afterwards.

Reason 5: no per-licence counting

Tracker's tiers carry one, three or five licences and the quote follows the licence count. A bid team that grows pays again. Scoutee's Pro plan is one price, and Team at 149 euros a month covers ten users with unlimited analyses and the award history. Nothing is billed per notice, per download or per seat beyond that.
