It covers three markets, each sold as its own subscription: US federal, state, local and education across more than 100,000 governments, and Canada at federal, provincial and MASH level. Analysts track programmes from the first budget signal, often months or years before a solicitation is released, and add awards, budgets, agency org charts and labor rates. Dela, its AI layer, summarises documents, scores lead fit and drafts compliance matrices. Its customers are federal contractors and SLED sales teams. Subscriptions are annual and priced per named seat, on quote; Deltek publishes no price. Federal contract records show agencies paying $15,715 in 2018 and $18,564 in 2022.

Reason 1: North America and Europe in one index

GovWin IQ sells three maps as three subscriptions: US federal, SLED, and Canada. A company working across all three buys all three, per named seat, and Europe is not on any of them. Scoutee indexes more than 100 official sources in more than 30 countries of Europe and North America, collected every night and deduplicated into one notice per tender. Reason 3: the documents read, inside the plan

Dela summarises solicitations inside tiers whose price is never published, so nobody outside a quote knows what the AI costs. On Scoutee the analysis is the product and its price is on the page: two a month on the free plan, a hundred on Pro, unlimited on Team, extra analyses at ten for ten euros. Each analysis retrieves the documents from the buyer's platform and extracts the deadlines, the budget, the requirements and the criteria that would exclude the company. Reading an analysis a colleague already ran costs nothing.

Reason 4: keywords in the languages of the notices

GovWin's markets publish in English. A company that also sells in Europe has to search in Dutch, German, Polish or Italian to reach the notices below the EU thresholds, which never leave their national portal. Scoutee proposes keywords from the company profile and translates them into the 24 languages of its sources, so one saved search returns French, German and Spanish notices next to American ones. The company memory keeps the references and certifications the next bid starts from.
